I would say it´s a custom tool being a shell for programs like Resource Hacker, PEiD, IDA, and other tools.

i have seen that documentary it's good.
Properly a custom tool, but it looks like a tool like freecommander / Filecommander.

No plugin there as i can see? Tabs and bar comes as deafult. Not the english version and window layout are different than most have though. I have used Totalcmd for many years and most(all i think) plugins works not graphicly in idle mode.

Yes, very good too.

In fact I have all the videos of DefCon 19 in HD. I can upload this in a resolution of 720p to Megaupload.
